A murderous gang of counterfeiters has kidnapped the government's best engraver and is forcing him to print virtually undetectable phony money. The Secret Service's toughest agent, Jack Holt, and a female reporter go after the gang.

When his boss is killed, Detroit cop Axel Foley finds evidence that the murderer had ties to a California amusement park called Wonder World. His nemesi, Dr. Nayland Smith and his associates fight to keep the evil doctor from getting his hands on the keys. In 1943 the serial was edited together into a feature movie also called Drums of Fu Manchu.

A master thief coincidentally is robbing a house where a murder—in which the President of the United States is involved—occurs in front of his eyes. He is forced to run, while holding evidence that could convict the President.
